The arrangements which have been adopted by that Department for measuring the dock cargo of steamers in accordance with the provisions of the Merchant Shipping Act 1876.
In Section 23,
The Harbour Master to whom I referred these papers has stated in a report, a copy of which I enclose, that the arrangements made by the Board of Trade will be carried into effect where they apply, but that vessels trading to and from Wai-hing do not carry deck cargo.
Meanwhile, I have deemed it expedient to publish Your Lordship's despatch with its enclosures in the Government Gazette for general information.
